Initiative 413 is a proposed amendment to the state constitution to limit revenue rather than limit taxes. Spending would be based on 1999 tax rates. Fifty percent of the registered voters would be required to repeal this amendment if passed. It would dilute the power of the legislative and executive powers. Initiative 413 does include a sunset clause and could expire after 5 years. The Board of Regents does not support passage of Initiative 413.
