Chair, Allan Jenkins, called the meeting to order at 3:30 p.m., in the Ockinga Center.

- Cultural Diversity Subcommittee:
Allan Jenkins, in the absence of the Subcommittee Chair, recommended the following courses be approved by the Council:
- ENG 251 - Introduction to Literature: American Literature (Charles Peek)
- ENG 374 - History of the Motion Picture (Samuel Umland)
- PSY 480 - Advanced Seminar in Psychology: Psychology of Religion (Kevin Byrd) ***Glen Powell (Miller) moved to approve the above recommendations. Motion carried.
The following course was not approved for CD designation by a split vote by the CD Subcommittee. However, Mark Eifler, Subcommittee Chair, would like the Council to consider approving this course as CD. After the Council reviewed the course, the Council decided to approve the course.
- ENG 404 - History of the English Language (Charles Peek)
***Jim Miller (Powell) moved to approve the above course with notice to the professor that the Council will monitor the course to make sure the course is being taught as CD. The Council has the right to change their mind on the designation of CD if the course is not being taught as such. Motion carried. The above courses were returned for minor revisions. The revisions have been made and the course now meets the WI criteria.

The Subcommittee tabled the above courses at their last meeting. However, one of these courses will be taught this summer as WI, therefore, the Council recommended approval.

Jenkins would like to circulate the report on the 300/400 level courses, so the Council can review before discussing. The draft report will be distributed and the Council will act on it in August.

Due to Spring Break, the Cultural Diversity Subcommittee did not meet. There is no report this month.

Due to Spring Break, the Writing Intensive Subcommittee did not meet. There is no report this month.

- Assessment Update:
Jeanne Cutler and Lee Snyder are working on the criteria, making sure that there is internal consistency. Herbert Craig noted that the Ed. Policy Committee in Fine Arts suggested that criteria should be organized in terms of complexity within each perspective. Jenkins stated that the basic expressed concern was a desire for consistent wording throughout the document.
Cutler and Snyder will have the criteria out to the GS Council at least one week before the next GS meeting.
- Report from Transfer Students Subcommittee:
No report.
- Report from 300/400 Level Volunteers:
Charlie Bicak reported that he, Herbert Craig, Jim German, Joe Benz, and Sri Seshadri have met three times and after the last meeting they have a draft version that Jim German will edit. Bicak reported that a final version of the report will be complete soon.
- Draft Statement on Community College CD/WI:
Jenkins distributed a draft statement concerning CD/WI transfer credits from Nebraska Community Colleges. Schipporeit discussed the upcoming Articulation Conference. ***Charlie Bicak (Snyder) moved to adopt the draft statement as the General Studies Policy. Motion carried.
- Revise GS Course Review Schedule:
Herbert Craig (Hansen) moved to rescind the existing General Studies Program Review Schedule. Motion carried. Jenkins will revise the Program Review Schedule.

The above courses were approved by the Subcommittee pending an addition in the revision process. However, after the Council discussed the situation, the Council decided to move to approve the courses.

***Jim Miller (Hansen) moved to approve SPCH 370 as WI. Motion carried. Bicak and Powell abstained. The following courses are being taught as WI, however, the approved instructors are as follows:
- MATH 350 - Abstract Algebra (Barton Willis, Randall Heckman, Lutfi Lutfiyya and Stephen Bean)
- MATH 460 - Advanced Calculus (Barton Willis, Randall Heckman, Lutfi Lutfiyya and Stephen Bean)

- International Student/General Studies Field Study:
Leonard Skov and Supanie Nimchanya would like to conduct a field study with faculty and general studies courses. For the field study, Supanie Nimchanya would 1) collect data on the kinds of learning activity that are utilized in general studies courses from faculty, 2) collect perceptions of faculty about which activities are more difficult and less effective for students whose native language is not English, and which of those activities are less difficult and more effective whose native language is not English, 3) collect parallel information from students. The data will be collected from faculty teaching general studies courses and international students whose native language is not English. Participation will be voluntary and anonymous.
- Business Law/Business Communications WI Status:
The Council discussed making BACC 311 Business Law courses and BSAD 320 Business Communications WI, regardless of the instructor. After considerable discussion, the Council decided to continue approving the course as instructor specific.
- OLD BUSINESS:
- Assessment Criteria:
A packet of the assessment criteria was distributed to the Council. The Council was asked to review the criteria and discuss them at their next departmental meeting. Jenkins asked for volunteers to review and edit the criteria to develop consistency between the criteria. Lee Snyder was volunteered and Jeanne Cutler volunteered.
- 300/400 Level Courses:
Jim German will be Faculty Senate's representative and Charlie Bicak and Herbert Craig will represent the General Studies Council.
- Transfer Student Strategy:
Mark Eifler, Judy Willett, and Glen Powell will be serving on the Subcommittee that will be reviewing the transfer student situation. Jenkins asked the Subcommittee to include him as well as Kim Schipporeit at the first meeting. Schipporeit will then delegate someone from her office to attend these meetings.
- Other:
Jeanne Cutler distributed a corrected catalog description for PE 109/110GS, which was approved.

***Mark Eifler (Bicak) moved to approve the above recommendations. Motion carried. There was considerable discussion regarding English 303 - Introduction to Linguistics (Dick Jussel). The WI Subcommittee is requesting a change be made in the syllabus, therefore, the Subcommittee did not approve this course for WI designation. After the Council discussed the situation, the Council decided to move for approval pending the change be made in the syllabus.
***Jim Miller (Craig) moved to approve English 303 - Introduction to Linguistics (Dick Jussel) as WI, pending Jussel making the change to the syllabus. Motion carried.
Brian Hill from Health/PE/Recreation attended the General Studies meeting to present
- REC 485 - Tourism and Recreation Research.
Hill would like to get this course approved as WI, so it can be taught as such in the Spring 97 semester. Jenkins asked the Council to approve the course upon the Subcommittee's approving the course prior to the beginning of the semester.

- REC 485 - Tourism and Recreation Research (Brian Hill)
as Writing Intensive.

- Assessment Timeline:
Allan Jenkins distributed a handout with the Assessment timeline. He asked the Council to review the timeline and it would be discussed later.
- OLD BUSINESS:
- Assessment Discussion:
The Assessment timeline is going along as planned and running on schedule. The goal is to have criteria reviewed and ready for approval in May.
- Science of Food - Proposed General Studies Course:
There were a number of concerns with the Science of Food course being approved as a General Studies Course. Once the General Studies Council learned that the Natural and Social Sciences Educational Policy Committee had not reviewed the course, the Council decided not to act on this course at this time until it goes through the proper procedure. The General Studies Council is not opposed to approving this course as a GS course at some point in time.
***Mark Eifler (Camp) moved to not take any action until the College of Natural and Social Sciences has a chance to review. Motion carried.
- Creation of a Technical Advisory Committee (Allan Jenkins):
No action will be taken at this time, however, the Council will discuss this option another time.
- 300/400 Level Courses:
Jenkins and Rick Miller discussed the issue of 300/400 level courses. Rick Miller suggested General Studies and Faculty Senate create a joint committee to discuss this issue.
***Charlie Bicak (Eifler) moved that there be a joint effort between General Studies and Faculty Senate to address the notion of 300/400 level courses. Motion carried.
- Transfer Student Strategy:
Jenkins suggested creating some standards or guidelines to follow to help maintain some consistency in dealing with transfer students. Jenkins asked for volunteers to create a subcommittee to come up with suggestions on how to handle transfer students. Mark Eifler, Judy Willett, and Glen Powell volunteered to serve on this subcommittee. It was suggested that someone from the Registrar's Office also serve on this subcommittee.

Allan Jenkins invited Marilyn Hadley, Teara Archwamety, and Glen Powell to discuss their knowledge of assessment with the Council. Handouts were distributed to the Council on assessment guidelines.
- Science of Food - Proposed General Studies Course (Jim Roark):
The Departments of Chemistry, Biology, and Family and Consumer Science would like to have FCSC 131 - The Science of Food, approved as a general studies course that integrates concepts from the disciplines of Chemistry, Biology, Food Science, and Nutrition. After considerable discussion, Jim Roark suggested the Council approve this course for time offering to see how successful it is.
***Mark Eifler (Powell) moved to delay a decision one month. Motion carried unanimously.
- Community College CD Transfer Guidelines (Kim Schipporeit):
***Glen Powell (Eifler) moved to approve a process for allowing CD courses to transfer to UNK. Jenkins and Schipporeit will work out the details. Motion carried.
- Creation of a Technical Advisory Committee (Allan Jenkins):
Jenkins would like to create a technical advisory committee of various individuals across campus to review situations and answer specific questions from time to time. Jenkins will provide a list of names and a written description of what is expected of the proposed committee at the next meeting.

- Liberal Arts Accreditation (AALE) Comments:
Dave Anderson asked the Council what their feelings were on AALE. The Council would like to go on record supporting the idea of sending AALE information out into a broader area (into the four undergraduate colleges).

Jeanne Cutler has created a site on the Webpage that has a current listing of courses that will be offered as CD/WI in the Spring of 1997.

Jenkins and Schipporeit are working on a system to "clean up" the established procedures for CD/WI notification to and from academic departments.

Chair, Allan Jenkins, called the meeting to order at 3:30 p.m., in the Warner Conference Room.

- SUBCOMMITTEE REPORTS:
- Writing Intensive Subcommittee:
Chair, Charlie Bicak, distributed a memorandum with the following recommendations. Bicak recommended the following be approved by the Council:
- CHEM 480 - Physical Chemistry (Carl Sterner)
- CHEM 481 - Physical Chemistry (Carl Sterner)
- CJUS 415 - Correctional Casework (Dennis Lund)
- ECON 314 - Public Finance (Gordon Blake)
- ECON 340 - History of American Business & Business Persons (Gordon Blake)
- JMC 310 - Communications Law (Carol Lomicky)
- SOSC 370 - Social Science of the High School (Karen Eifler) ***Charlie Bicak (Powell) moved to approve the above recommendations. Motion carried.
- Cultural Diversity Subcommittee:
Herbert Craig, in the absence of the Subcommittee Chair, recommended the following courses be approved by the Council:
- CJUS 375 - Comparative Criminal Justice Systems (Inherently CD)
- VOED 434 - Introduction to Students with Special Needs (Elsie Cafferty)
The following courses were submitted for approval of additional instructors. The courses are as follows:
- ENG 251 - Introduction to Literature: American Literature (Robert Luscher)
- HIST 250 & HIST 251 - American History (Thomas Clark)

- OLD BUSINESS:
- Update on Subcommittee Restructuring:
The Deans have submitted their suggestions for the Subcommittees. Within the next few weeks, the Subcommittees should be formed.
- Update on Development of Specific Criteria:
The September 16, 1996 assessment workshop with the Chairs went very well. Individual departments will schedule open discussions by the end of October.
- Discussion of General Studies Annual Goals:
Assessment and the expansion of WI courses are some of the main goals of the General Studies Council this year. The Council would like to have at least one WI course in every department.
- NEW BUSINESS:
- Judy Willett - Course Waiver Issues:
Judy Willett had two questions: 1) How is a waiver made? 2) What guidelines or things are considered? In the discussion that followed, Kim Schipporeit noted the General Studies Council had started to develop a procedure, but it had not been completed. Copies of the existing draft will be distributed at the next meeting.
- Richard Jussel - Honors Program CD/WI Strategy:
Dick Jussel distributed a handout on the guidelines for honors courses. Jussel reported that there are no honors courses approved as WI, and all honors courses meet the WI criteria. Jussel would like the Council to approve all honors courses as inherently WI. Jussel, along with WI Subcommittee Chair (Glen Powell), will compile a list of instructors that will be teaching these courses and submit the list for approval at the next meeting.
- David Anderson - Liberal Arts Accreditation Information:
Assistant Vice Chancellor for Academic Affairs, David Anderson, and Vice Chancellor for Academic Affairs, Dr. Wubbels, introduced material relating to the American Academy for Liberal Education. General Studies Council members were encouraged to share this information and gather comments from the campus on this issue.
- DIRECTOR'S REPORT:
Jenkins distributed a memorandum concerning the General Studies response to Faculty Senate's position relating to the inclusion of 300 and 400 level courses in the General Studies program. Jenkins asked the Council to review the handout so this issue can be discussed at the next meeting.

Chair, Charlie Bicak, stated that seven courses had been submitted to the Subcommittee over the summer for approval. Bicak distributed a memorandum with the following recommendations. Bicak recommended the following be approved by the Council.

- CDIS 362 - Remediation of Articulation Disorders (Kathryn Falconer) ***Charlie Bicak (Powell) moved to approve the above recommendations. Motion carried. The General Studies Director approved an instructor submission this summer from Jim German, Chair of History. The course is as follows:

- CD/WI Web Page Update:
Jenkins stated that a page was being created on the Internet to keep current ation available to people. Jeanne Cutler is working with Kristi Milks in getting the information created and entered. The information is created, but Kristi is waiting for access approval. Mark Eifler suggested the CD/WI application forms be created on the Internet as well.

Due to several replacements to the Council, the members and their terms are as follows:

- Assessment Workshop - Council of Chairs:
Antonis Katsiyannis, Marilyn Hadley, and Rick Miller are leading a workshop on September 16 to help Chairs generate some specific criteria for their individual General Studies offerings.
- NEW BUSINESS:
- Restructuring CD/WI Subcommittees:
While the Council needs to continue CD/WI recruitment efforts, the GS Council also has to begin an extensive program assessment this year. A variety of possible restructuring ideas were discussed. The Council expressed concerns about equal representation and continuity. The new Subcommittees will have a General Studies Council member as the non-voting Chair (currently, Mark Eifler for CD and Glen Powell for WI) and four non-General Studies Council members (one from each College) comprising the voting Subcommittee. The General Studies Council wants the Deans and Vice-Chancellor Wubbels to be active participants in the formation of these new Subcommittees. The Council requests that each Dean submit two names for each Subcommittee to the SVCAA's office. The Council asks that the names be submitted by September 26 so the new Subcommittees can meet once before the October 3 General Studies meeting.
***Mark Eifler moved (Miller) to move the Subcommittees outside of the General Studies Council. Motion carried.
Charlie Bicak, Chair of Writing Intensive, resigned as Chair and requested Glen Powell take over as WI Chair. Bicak resigned so both Chairs would not be from the same College.
***Charlie Bicak moved (Eifler) to approve Glen Powell as Writing Intensive Chair. Motion carried.
- Response to Late Instructor Changes of Approved CD/WI Courses:
Over the course of the summer, the situation arose where an instructor for CD/WI needed to be changed, however, the Council does not meet over the summer. Jenkins suggested that the Council plan to meet the Thursday before the semester begins as a "clean up" meeting. Jenkins told the Council to think it over and it would be discussed at a later date.
- Previously Approved CD/WI Courses Registrar Listing Issues:
Kim Schipporeit distributed a handout that lists the CD/WI courses that are approved for Spring 1997 and the courses that are actually being offered in the Spring 1997.

- Summer Meeting with Council of Deans:
Jenkins reported that the meeting he had with the Deans this summer went very well.
- Discussion of this Year's Goals:
Due to the time, discussion of goals will be carried over to the next meeting.
