Chair, Allan Jenkins, called the meeting to order at 3:30 p.m., in the Academic Affairs Conference Room.
- The March 4, 1999 minutes were approved via e-mail.
- CULTURAL DIVERSITY AND WRITING INTENSIVE SUBMISSIONS:Jenkins recommended the following courses be approved by the Council:
- WI Designation:
- FCSC 395 - Individual Studies in Family and Consumer Sciences (S. Davis)
- CD Designation:
- ENG 447 - Seminar in Post-World War II American Literature (S. Schneider)
***Jim German (Ludeman) moved to approve the above recommendations. Motion carried.
- OLD BUSINESS:
- Consider Adding WSTD 220 - Introduction to Women's Studies to the Personal Development Category:
***Clint Ludeman (Morgan) moved to approve WSTD 220 to the Personal Development Category. Motion carried (5-1).
This change will take place when the new Undergraduate Catalog is printed (May 2000).
- Consider Adding CJUS 101 - Introduction to Criminal Justice to the Personal Development Category:
***Jim German (Heckman) moved to approve CJUS 101 to the Personal Development Category. Motion carried (6-1).
This change will take place when the new Undergraduate Catalog is printed (May 2000).
- Formal Action on English 101 and 102 Review:
After reviewing a large sample of syllabi, the Council decided that overall the courses met the General Studies Program criteria. However, the Council expressed a concern that several individual sections did not meet the criteria. The Council directed Jenkins to relay this concern to the English Department.
***Jim German (Camp) moved to approve these courses. Motion carried (7-0).
- 300 Level Ad Hoc Committee Update:
SVCAA Roark met with the committee to discuss the issue of expanding the menu of 300 level courses. No formal action was taken. The committee will meet again before the end of the semester.
- Update on Proposal to Change Total Hours in Personal Development:
This item has been forwarded to the Ed Policy Committees of the four colleges. No formal vote by any Ed Policy Committee has been taken at this time.
- General Studies Program Questionnaire:
***Jim German (Ludeman) suggested the Council proceed with some type of Program Assessment. Motion carried.
Jenkins and Cutler will research the different types of Program Assessment and the Council will proceed in the fall.

- CULTURAL DIVERSITY AND WRITING INTENSIVE SUBMISSIONS:Jenkins recommended the following courses be approved by the Council:

- PROCEDURAL ISSUES
- Student Related Voting Procedures:
Jenkins asked the Council what the GS voting procedure should be with a student-related issue when the student is present.
***Jim German (Tassi) moved to approve having the student leave the room while the GS Council members discuss and vote. After the GS meeting, Jenkins will write a letter to the student informing them of the GS Council decision. Motion carried.
- Course Related Voting Procedures:
The Council discussed the voting procedure for a course when the colleague is present.
***Sonja Kropp (Ludeman) moved to approve having the party leave the room for a portion of the final discussion and return for the voting.
- Substitution Policy:
In some circumstances, the listed GS course may be inappropriate for a student. For example, a senior transfer student who has never taken ENG 101 needs one more composition course.
***Jim German (Ludeman) moved to approve when a GS course is deemed inappropriate with a particular student, then the GS Director and the Department Chair will be directed to identify an appropriate substitute for the student. Motion carried.
- OLD BUSINESS:
- Proposal to Change Total Hours in the Personal Development Category:
Keith Terry proposed the maximum number of credit hours allowed in the Personal Development Category be increased to six hours from the current three credit hours. (See attached).
***Clint Ludeman (Camp) moved to approve Terry's above proposal. Motion carried (5-2). Jenkins will convey this information to all four colleges.
- General Studies Program Questionnaires:

- 300 Level Ad Hoc Committee Update:
The committee will meet the week after Spring Break.
- NEW BUSINESS:
- Proposal to add CJUS 101 - Introduction to Criminal Justice to the Personal Development Category:
Jim Gilbert proposed that CJUS 101 be added to the Personal Development Category. The Council will visit with colleagues and will take a formal vote at the next GS meeting.
- Proposal to add WSTD 200 - Introduction to Women's Studies to the Personal Development Category:
Tom Clark (representing Carol Lilly) proposed that WSTD 220 be added to the Personal Development Category. WSTD 220 is offered one section a year and has a cap of 20 students. The Council will visit with colleagues and will take a formal vote at the next GS meeting.
- MISCELLANEOUS:
- Jerry Fox would like the Council to consider the Study Abroad program as a waiver for the CD requirements. The Council suggested Fox put together a proposal and present that to the GS Council. There are about 50-60 students a year that this would effect.

Josh Schauer presented his extenuating circumstances regarding the GS program. After a discussion of possible alternatives, the Council voted on the following motion:

- Discussion of English Composition Courses - Robert Luscher and Martha Kruse:
Rob Luscher and Martha Kruse attended the GS meeting to answer any questions the Council may have concerning the Language and Communication review process.
No formal action was taken.
- Proposal to Change Hours in Personal Development Category - Keith Terry:
Keith Terry proposed the maximum number of credit hours allowed in the Personal Development category be increased to six credit hours from the current three credit hours.
Terry is making this request for the following reasons:
- the current three-hour maximum is too limiting when compared to other categories;
- essentially discounts the value of courses in the section while at the same time it promotes the value of other GS courses;
- has proven to be problematic for some students; and
- impacts departments that have courses in Personal Development in terms of their abilities to generate SCH.
Jenkins instructed the Council to visit with colleagues and the GS Council will take formal action at the March meeting. Don Carpenter and Ed Scantling were at the GS meeting in support of Terry's proposal. Terry indicated the other departments with courses in this category were supportive of this proposal.

Consider Special WI Requirements in Modern Languages:
The Council discussed reducing the number of words that is required for a WI course in non-native language courses from 5000 words to 4000 words.
The preceding motion covered the issue.
Consider Special WI Requirements in Art:
***Jim German (Hansen) moved to direct Jenkins to inform John Dinsmore that the Council feels graphic literacy is important, however, it is not what the General Studies Council was addressing with WI. Motion carried.
- NEW BUSINESS
Writing Center Advisory Committee - Charles Peek:
Charles Peek discussed with the Council determining where WI should be housed. Peek stated that WI goes well beyond the General Studies Council. No decisions were made.
Discuss Formation of GS 300 Level Course Subcommittee:
Jenkins discussed with the Council forming a subcommitteee to discuss designating some 300 level courses as general studies courses. The following GS members will serve on the ad hoc advisory committee:

Jenkins stated that either Jim German or himself would contact the various Academic Affairs Committee's to recruit members to serve on the 300 Level Course Subcommittee as well.

- NEW BUSINESS:
- Discuss GS 300 Level Courses - Jim Roark:
Jim Roark, Senior Vice Chancellor for Academic Affairs, discussed with the Council having some 300 level courses as general studies courses. Roark discussed four technical reasons a 300 level course should be designated as a general studies course. The four reasons are as follows:
- Help define the University relationship with Community Colleges
- Distribution of student credit hours by shifting some students into upper division courses
- Help students meet 300/400 level institutional requirements
- Better match with student's ability
Jenkins suggested forming a committee to work out some of the details.
- Discuss Special WI Requirements in Modern Languages and Art - Herbert Craig, Anita Hart, John Dinsmore:
Herbert Craig, Modern Languages, discussed with the Council the WI guidelines for courses conducted in languages other than English. Craig stated that when students write in their second or third language, it requires more time and effort than when they write in their first language. It takes the student longer to compose a text and the check for the correct grammar, spelling, organization, and style. Craig requested that the total number of words for a WI courses be reduced from 5000 to 4000 for French, German, and Spanish courses.
The Council discussed this issue and suggested Modern Languages put together a proposal and submit it to the Council for a formal decision at the December GS meeting.
John Dinsmore, Art, proposed an alternative for satisfying the WI requirement by acknowledging linguistic and aesthetic literacy for the Departments of Music & Dance, and Art & Art History. The Department of Art & Art History is proposing the majors in art be permitted to count the successful completion of ART 499, Senior Exhibition, as three of their twelve required hours of WI courses.
The students in ART 499, Senior Exhibition, are required to exhibit proficiency in both linguistic and aesthetic literacy. Therefore, the students in ART 499, would receive WI credit by expressing themselves in art rather than words.
After considerable discussion by the Council, Jenkins will inform Dinsmore that the Council is not inclined to approve this type of course for WI designation at this time.
- Assessing General Education Questionnaire:
Jenkins distributed the Assessing General Education Questionnaire to the voting council members. The Council was directed to answer the eighteen questions and bring the questionnaire to the GS meeting in December for review.
- OLD BUSINESS:
- Update on Requirement to Force Students to Take ENG 101 and ENG 102 Prior to Jr. Status - Kim Schipporeit:
Academic Affairs decided not to make ENG 101 and 102 a requirement prior to the student's junior year. Advisors are recommended to encourage students to take the courses early in their college career.
- Consider GS Course Submission Procedure:
Jim German (Envick) moved to approve the procedure for submitting courses for consideration as new General Studies courses. Motion carried. The document is as follows:
SUBMISSION OF COURSES FOR CONSIDERATION AS NEW GENERAL STUDIES COURSES
The General Studies Program must respond to changing circumstances yet maintain sufficient stability that students may complete the program without undue confusion. To accommodate change, the General Studies Council will consider the submission of new courses under the following circumstances.
- The course must be an active UNK offering.
- The department must provide a written explicit description of the course detailing how it meets the established General Studies criteria at both the program and perspective level. The proposal must include the following:
- Evidence that student objectives are consistent with program and perspective criteria
- Description of the teaching strategies employed
- Plan for assessment of student outcomes compatible with the criteria
- Plan for assessment of the course's achievement of the criteria
- The submission must include evidence of support from:
- The Department
- The College Academic Affairs/Educational Policy Committee
- The Dean's Office
- The Chair of the submitting department must meet with their college representatives on the General Studies Council, and the proposal should come forward only with the support of these representatives.
- Timing of submissions must be compatible with the printing of the UNK Undergraduate Catalog.
- The Council will consider submissions during the Spring semester proceeding the publication year of the Undergraduate Catalog.
- Final action by the General Studies Council will be no later than September following the open submission period.
- Update on Language and Communication Review:
Information will be coming soon.
- Update on AD Hoc Capstone Course Committee:
The committee met, Rick Miller is developing a model capstone course for further discussion.

- NEW BUSINESS:
- Discussion of Waiver Policy:
Jenkins discussed the need to create a defined waiver policy. Students are confused by the language in the catalog, and often ask for a waiver based upon convenience.
Jenkins asked Council members to discuss with their College what tests or other evidence could be used by a student to demonstrate competency. Schipporeit explained the existing CLEP options. No formal action was taken.
- OLD BUSINESS:
- Adopt Policy for Submission of New General Studies Courses
The Council considered a draft policy regarding the submission of courses for consideration as a GS course.

The Council suggested that additional detail in item two might be useful. Bicak suggested four additional details for item two.

The Council directed Jenkins to incorporate Bicak's suggestions into a final draft. This draft will be sent via e-mail as soon as possible so Council members can make an informed vote in November.
- Discuss 1998-99 GS Program Review - Language and Communication Section:
Jenkins will get the syllabi and the information together for the Council to review. The Council will review the syllabi one month and vote the next month.
- Update on Ad Hoc Capstone Course Committee:
The Ad Hoc Capstone Course Committee has not met this semester.
- MISCELLANEOUS QUESTIONS AND COMMENTS:
Kim Schipporeit discussed the Math/English issue currently under discussion by the Academic Affairs Committee. Schipporeit noted that the requirement would require students to complete English 101, English 102 and Math 102, prior to the end of their sophomore year.
***Charlie Bicak (German) moved to inform Academic Affairs Committee that the General Studies Council understands and appreciates the intent of the proposed plan. However, the Council has reservations about the implementation and applications of what is intended. Motion carried.

- NEW BUSINESS:
- Informational Presentations:
- Calibrated Peer Review Writing Program - Mike Mosher:
Mike Mosher, Chemistry, presented Calibrated Peer Review (CPR) to the GS Council. CPR is a program for networked computers that improves student writing through frequent writing assignments. CPR can reduce the time an instructor spends reading and assessing student writing. Mosher indicated that UNK will begin to implement CPR this fall. The following is the implementation plan:

- Information Literacy- Mary Barton:
Mary Barton, Library, presented the "Information Literacy" goal to the GS council. Information Literacy is a set of minimum standards of general information literacy as well as a standard of information literacy appropriate to each student's major and require that all graduates meet these standards. Information literacy is defined as "the ability to locate, evaluate and use information to become independent lifelong learners." Barton also stated that this goal was a result of the Wake Forrest Team and the Informational Technology Planning Committee. There are eight goals in the plan.
Jenkins suggested that General Studies member serve on the Information Technology Planning Committee.

- Discuss Policy for Submission of New General Studies Courses:
Council directed Jenkins and Cutler to develop a schedule based upon the printed catalog. The policy will be finalized at the October meeting.
- Discuss 1998-99 GS Program Review - Language and Communication Section:
Due to the lack of time, this was tabled until the next General Studies meeting.
